अरुण जेटली ने धोखा दिया?नई दिल्ली। सातवें वेतन आयोग (7th Pay Commission) की सिफारिशों पर चर्चा के लिए केन्द्र सरकार के कर्मचारियों की एक बैठक हुई। इस बैठक में यह फैसला किया गया कि केन्द्र सरकार की कर्मचारियों के प्रतिनिधि उनके इस मामले को सरकार के बीच में ले जाएंगे। इस बैठक का मुख्य उद्देश्य यह था कि केन्द्रीय कर्मचारियों की दिक्कतों को सरकार तक पहुंचाया जा सके। जिस तरह से अलाउंस दिए गए हैं, उनसे कर्मचारी दुखी हैं। उनकी मांग है कि जुलाई 2016 से संशोधित भत्ते दिए जाएं।

Indian Railways’ PSU CONCOR (Container Corporation of India ltd.) is developing a cold store at Lasalgaon near Nashik for storage of o­nions and other perishable produce.  This cold storage will have a total capacity of 2500 MT out of which 1500 MT will be exclusively utilised for o­nion storage and remaining for other perishable commodities such as fruits & vegetables. This cold storage will be a boon for the farmers of the area, especially the o­nion farmers of this region. The foundation stone for the cold storage will be laid by Shri Suresh Prabhakar Prabhu, Hon'ble Minister of Railways & Shri Devendra Fadnavis, Hon'ble Chief Minister of Maharashtra o­n 30th July, 2017.

The heavy rainfall experienced in Gujarat and the water released from Machhu dam has resulted in water logging at various parts of the state, causing washout of tracks in certain sections, thereby causing some W.Rly trains to be cancelled/diverted/partial cancelled /short terminated, as follows:-

Railways have issued a new Non Fare Revenue Policy for encouraging viable proposals for generating revenue from non-conventional sources. Zonal Railways and Divisions have been empowered under the policy to take decisions regarding revenue generating proposals, subject to feasibility and desirability which, inter-alia, includes selection of specific events and locations. As part of the ‘Skill India’ initiative, Ministry of Railways had signed an MoU with the Ministry of Skill Development and Entrepreneurship to make available spare capacity of Railway Infrastructure to MSDE for their skill development initiatives. MSDE identified 53 locations spread across the country and identified the Training Partners who will set up Skill Development Centres through Directorate General of Training and National Skill Development Corporation. The steps taken by the Indian Railways to dissuade people from travelling without ticket are as under:- 

i. Conducting of regular and surprise checks against ticketless travel, which are intensified during peak rush periods. 

ii. Vigorous drives such as Ambush Checks, Fortress Checks are conducted in association with Railway Protection Force and Magistrates under the Action Plan framed by Railway Board.

Ministry of Railways - Progress of Rail Project in Border Areas

Reconnaissance Engineering-cum-Traffic Survey for a new Broad Gauge (BG) line from Imphal (India) to Moreh (Mynmar) (111.25 km) was completed in 2014-15. As per survey, cost of the project was assessed as `5428.46 crore. Further, on invitation by Ministry of External Affairs (MEA), M/s. Rail India Technical & Economic Services Ltd. (RITES), a Public Sector Undertaking (PSU) of Ministry of Railways, has submitted an offer to MEA for Detailed Project Report (DPR) for a new BG rail link between Moreh-Tamu-Kalay (110.15 km) in July, 2013 which was further revised in September, 2014. The portion Imphal to Moreh is in India and from Tamu to Kalay is in Myanmar. The project is not yet sanctioned.

Development of Gandhinagar Railway Station

A special purpose vehicle (SPV) has been formed by Indian Railway Stations Development Corporation Ltd. (IRSDC) with Government of Gujarat (GoG) with equity contribution as 24% that of IRSDC and 76% of GoG. Integrated Security System at Stations


Based on the report of a High Level Committee and in consultation with the Zonal Railways, 202 stations have been identified as sensitive for the purpose of installation of an Integrated Security System (ISS) to strengthen surveillance mechanism at these stations. ISS comprises of Close Circuit Television (CCTV) Cameras, Access Control, Personal and Baggage Screening System and Bomb Detection and Disposal System. 102 Railway stations have already been covered with CCTV surveillance system under ISS. In addition, 151 Baggage Scanners, 32 Under Vehicle Scanning System (UVSS) and 88 Bomb Detection & Disposal items have also been provided under ISS. Issues concerning availability of eligible vendors, inspection of items, availability of budget, etc. were initially raised by Zonal Railways. These issues have since been addressed and all the Zonal Railways have been advised to ensure speedy implementation of ISS at all the identified sensitive stations.

Prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway station premises is the statutory responsibility of the concerned States, which is being discharged by them through Government Railway Police (GRP). Railways through Railway Protection Force (RPF) are supplementing the efforts of the Government Railway Police to strengthen security over Railways. To redress security related complaints of passengers, Security Helpline numbers 182 and 1800-111-322 have been made functional over Indian Railways. A total of 29906 security related complaints were received at Security Helplines since the year 2014 upto June, 2017 and follow up action was initiated accordingly.

No suggestions have been received. It is pertinent to mention that strengthening and upgradation of security infrastructure is an ongoing process. All out efforts are being made by Railways to supplement efforts of States to improve security at railway station premises, including stations identified as sensitive under Integrated Security System (ISS). Measures initiated to strengthen security includes provision of CCTV cameras for round the clock surveillance at important stations, operationlisation of Security Helplines Number 182 and 1800-111-322, networking of RPF posts and Security Control Rooms, etc.

In order to provide better accessibility to persons with disability, short term facilities as detailed below have been planned at all stations, beginning with ‘A-1’, ‘A’ & ‘ B ’ category stations:

• Standard ramp for barrier free entry.

• Earmarking at least two parking lots.

Pilot project for disposal of municipal solid waste generated at major railway terminals

Railways have proposed a pilot project for disposal of municipal solid waste generated at major railway terminals in an environment friendly manner, including conversion of waste to energy. Jaipur (Rajasthan) and New Delhi (Delhi) stations have been identified for setting up pilot plants. Bio-gas produced by processing bio-degradable waste is proposed to be used to generate electricity in these pilot plants. 

Indian Railways (IR) have planned to acquire 1000 sets of EoTT equipments to run nearly 1,000 trains without guards.

24 railway stations of tourist importance have been identified for upgradation of passenger amenities in association with Ministry of Tourism on a cost sharing basis in the ratio of 50:50 subject to a ceiling of D 240 Cr. from Ministry of Tourism (MOT) and Ministry of Railways (MOR) together.

Increasing speed of trains in Indian Railways

With a view to increasing speed of trains in Indian Railways, ‘Mission Raftaar’ was announced in the Railway Budget 2016-17. 

The mission envisages a target of doubling of average speed of freight trains and increasing the average speed of all non-suburban passenger trains by 25 kmph in the next 5 years. 

Ministry of Railways - Revenue Through Branding

In order to earn revenue through sources other than fare, Indian Railways has set up a Non-Fare Revenue Directorate in the Railway Board to explore avenues for increasing earnings. The Budget Estimate for 2017-18 through advertising has been kept as ₹2000 crore. This will entail revenues from Out of Home advertising, Mobile assets advertising, Rail Display network, App based cabs, Monetization of soft assets, ATMs and various innovative and unsolicited proposals. 

Ministry of Railways - Smart Stations

A Memorandum of Understanding (MoU) has been entered into between Ministry of Railways (MoR) and Ministry of Urban Development (MoUD) for integrated planning of railway stations in the cities included in the ‘SMART Cities’ and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme. This would lead to an integrated public transit hub around the railway stations and encourage Transit Oriented Development.

Disable Friendly Railway Stations

Indian Railways has advertised its plan to redevelop ‘A-1’ and ‘A’ category stations on ‘as is where is’ basis, by inviting proposals from developers with their designs and business ideas. The facilities proposed in a redeveloped station include congestion free non-conflicting entry/exit to the station premises, segregation of arrival/departure of passengers, adequate concourse without overcrowding, integration of both sides of the city wherever feasible, integration with other modes of transport systems e.g. Bus, Metro, etc., user friendly integration signage, well illuminated circulating area and sufficient provision for drop off, pick up and parking etc. Station redevelopment projects will include the needs of the disabled/physically challenged persons. It will provide facilities for the divyang.

• Catering Policy-2005 had mandated that IRCTC shall manage catering services on IR.

• However, this was superseded by Catering Policy-2010, wherein management of catering services was shifted back to Railways. This resulted in a complete reversal of policy and specialised role of catering was passed back to railways from IRCTC (which was supposed to bring in expertise, specialization and quality in catering services). As a result of this, during the period 2010 to 2014, the catering services on IR were adversely impacted.

Parking space for online cabs at Central railway station soon

Thiruvananthapuram: Soon, Thiruvananthapuram Central railway station will have a space reserved exclusively for app-based cab services. The facility will be based on the model adopted by Bangalore City Junction railway station, where the railway station authorities has partnered with app-based cab aggregators.

As per the contract, the companies that offer app-based cab service are allotted a parking zone for their vehicles. An additional facility of reserving a cab for passengers without a smartphone or application in mobile, is also provided by the company staff at Bengaluru.

Chamber of Commerce seeks better infrastructure

Coimbatore hopes for better rail and air connectivity in the coming months though the region did not see any major infrastructure activity in the last one year.

According to an annual report prepared by the Indian Chamber of Commerce and Industry, Coimbatore, indirect tax collection in Coimbatore region during 2016-2017 was to the tune of Rs. 2,630 crore and Commecial Tax (VAT) collection was Rs. 4546. 65 crore. The region was hit by failure of monsoon last year, in urban and rural areas.

A Twitter user described the recently introduced Bhubaneswar-Krishnarajapuram Hamsafar Express as “Hum Suffer for rail users of Visakhapatnam”. The railways say dynamic fare is applicable on this train. When an RTI activist K. Eswar wondered how the fare from VSKP to KJM as much higher than that from BBS to KJM, while the distance from Visakhapatnam was 444 km lesser, the DRM KUR tweeted ‘as per extant railway rules of dynamic fare, the fare from VSKP to KJM is higher than BBS-KJM’.

The Indian Railway website www.indianrail.gov.in , however, shows the total fare from Visakhapatnam to KJM on 22833 as ₹1365 for July 24, without any mention of the dynamic fare. “The railway authorities say the dynamic fare is reflected in the IRCTC website and not on Indian Railway website only. This is nothing but giving false information to passengers,” says Mr. Eswar.

WR launches second phase of safety campaign

The Western Railway (WR), in association with a private firm, has launched the second phase of its ‘Be Zinda’ campaign to dissuade train commuters from risking their lives while travelling on suburban trains.

The firm, IdeaHive Media Pvt Ltd, will capture inspiring tales of people living which define the spirit of Mumbai, a senior WR official said. The stories will be shared through advertisements and radio programmes to tell commuters that life is priceless, he said.

The State’s Tourism Department has found the ideal promotional canvas for Karnataka’s tourist destinations: Namma Metro stations.

With the metro increasingly becoming a part of the ‘must-do’ list of residents and visitors in the city, the Tourism Department has tied up with Bangalore Metro Rail Corporation Ltd. (BMRCL) to make use of the high-visibility stations to promote prime destinations. Namma Metro sees an average daily ridership of around three lakh, including a sizeable number of tourists.

Railways blueprint confirms its fears: Air travel will be No. 1 choice in three years

The blueprint analyses government statistics to show that 25 per cent of domestic air travel happens over inter-city distances within 500 km — a segment where the Railways was always believed to enjoy a monopoly — contrary to popular perception that air travel is chosen only for 800-1,000-km distances.

A blueprint prepared by the Railways has just confirmed its worst fear: within the next three years, domestic airlines will overtake it as India’s most preferred mode of long-distance travel for upper-class passengers. Ministry of Railways undertakes various Initiatives to improve Catering Services

23 Million passengers travel on Indian Railways on a daily basis.  Indian Railways provide approximately 1.1 million meals to passengers every day out of these 1 million are provided on board itself.

Catering services on Indian Railways can be classified into two broad categories viz. Mobile catering and static catering services.  At present, there are 360 pairs of trains with pantry cars, which include 22 pairs of Rajdhanis, 25 pairs of Shatabdis, 18 pairs of Duronto trains and 295 pairs of mail/express trains. There are about 9686  Major and Minor Static Units on Indian Railways, which include 50 Jan Ahaars outlets, 224 Food Plazas/Fast Food Units.

Prioritise freight corridor and bullet train: Railway board



AHMEDABAD: Railway Boardchairman, A.K. Mital held a review meeting on Saturday at Ahmedabad, Gujarat, and reviewed the progress of the Mumbai-Ahmedabad Bullet train project.

Mital in a meeting directed the officials to put the dedicated freight corridor and bullet train project on the fast track. He reviewed the progress of various ongoing projects in the state of Gujarat & Rajasthan, such as doubling work, laying of new lines, gauge conversion projects, new survey, electrification work as well as the developments of Mumbai-Ahmedabad Bullet train project to be undertaken by National High Speed Rail Corporation Ltd and the progress of Phase I of Western Dedicated Freight Corridor between Rewari and Vadodara (920 km) being undertaken by Dedicated Freight Corridor Corporation Ltd. Due to these projects, new economic zones will be developed which will lead to more industrial & economic progress of the region. This corridor will ensure faster transportation of freight traffic, will reduce transportation cost and will enable the Railways to ply goods traffic on set time tabled schedules. The speed of these goods trains will be at an average of 100 km/hr.

New Delhi: Union minister Suresh Prabhu on Friday said the government’s premier think tank NITI Aayog had approved the ministry’s Rs18,000 crore proposal to increase speeds of the Gatiman Express on the two busiest corridors, Delhi-Mumbai and Delhi-Kolkata. Prabhu also said the government is working on increasing train speeds to more than 600km per hour.

New Delhi: An audit report compiled by the Comptroller and Auditor General (CAG) of India has revealed major lapses in the catering services offered by the Indian Railways to passengers. The report, which was tabled in Parliament on Friday, was compiled after an inspection of 74 railway stations and 80 trains across India.

Citizens write to BMRCL: Realign cantonment metro closer to railway station

BENGALURU: A series of letters have been sent to BMRCL from citizens to look into realigning the Cantonment metro station closer to the railway station. The metro project implementing agency has decided to deviate from its original plans of constructing the underground station at Cantonment to a playground near Bamboo Bazaar, which it claims is 250 m away from the railway station.

However, residents of Vasanth Nagar and suburban railway activists claim that the distance is more than 1 km between the two transit points.

भारतीय रेलवे की कैटरिंग सर्विस पर सीएजी की ऑडिट रिपोर्ट शुक्रवार को संसद में रखी जानी है। रिपोर्ट में बताया गया है कि रेलवे स्टेशनों पर जो खाने-पीने की चीजें परोसी जा रही हैं, वो इंसानी इस्तेमाल के लायक ही नहीं हैं। रिपोर्ट के मुताबिक, ट्रेनों और स्टेशनों पर परोसी जा रही चीजें प्रदूषित हैं। डिब्बाबंद और बोतलबंद चीजों को उनके सुरक्षित इस्तेमाल के लिए तयशुदा टाइम पीरियड के गुजर जाने के बावजूद बेचा जा रहा है। इसके अलावा, अनाधिकृत ब्रैंड की पानी की बोतलें बेची जा रही हैं। 

सूरेश प्रभु भले रेलवे में नये मुकाम हासिल करने के दावे कर रहे हों लेकिन रेलवे का सूरत-ए-हाल कुछ और है। सीएजी (CAG) के आडिट रिपोर्ट ने  रेलवे की पोल खोल दी है। सीएजी ने कहा कि रेलवे में परोशे जा रहे खाने इंसानी इस्तेमाल के मापडंडों से बहुत नीचे हैं।

इसके अलावा, अनाधिकृत ब्रैंड की पानी की बोतलें बेची जा रही हैं। जांच में पाया गया कि रेल परिसरों में साफ सफाई पर कोई ध्यान नहीं दिया जाता है। इसके अलावा, ट्रेन में बिक रहीं चीजों का बिल न दिए जाने और फूड क्वॉलिटी में कई तरह की खामियों की भी शिकायतें हैं।

Ministry of Railways - Dedicated Freight Corridors

Ministry of Railways have sanctioned implementation of Dedicated Freight Corridors (DFCs), namely, Western DFC (1504 km) and Eastern DFC (1856 km).

The commissioning of Western and Eastern DFCs (excluding few sections) is targeted in phases by 2019/2020.

Increasing the Speed of Trains

While appraising the two projects at estimated cost of 18,163 crore for Raising of speed to 160/200 kilometer per hour on existing corridors of Delhi-Mumbai (including Vadodara-Ahmedabad) and Delhi-Howrah(including Kanpur-Lucknow), in June 2017, NITI Aayog has supported the proposal. Ministry of Railways have planned an investment of ₹ 8.56 lakh crore over five years ( 2015-2019) as indicated in the Rail Budget 2015-2016. Under the investment plan, major areas of priority include Network Decongestion/ Expansion, Safety related works, rolling stock procurement, station development works, modernization, speed raising , signalling, traffic facility works, information technology and customer service improvement etc.

Ministry of Railways - Utilisation of Vacant Railway Land

The vacant land is leased/licensed for generation of non-tariff revenue for development of ancillary logistic support/infrastructure required for Railways operational needs such as bulk oil installations & oil depots, steel yards, concrete sleeper plants, coal dumps, connectivity to private sidings commercial plots, vending stalls, etc. The vacant land, which is not required by Railways for its immediate operational needs, is also utilized in the interim period for commercial development through Rail Land Development Authority (RLDA), wherever feasible, in order to mobilize additional financial resources.

VERY HEAVY RAINS IN VALSAD REGION AFFECTS RAILWAY TRAFFIC

Due to very heavy rains and water logging o­n tracks at Valsad station during midnight of 17th & 18thJuly, 2017, the movement of Mail/Express trains o­n both UP & Down direction affected. The following trains have been cancelled, partially cancelled and short terminated o­n 18/07/2017 as under:-

W. Rly Recovers Rs. 8.33 crore from 1.95 lakh cases of Ticketless travelling during June, 2017

Western Railway conducted regular checks during June, 2017 where in near about 1.95 lakh cases of ticketless/irregular travel including unbooked luggage cases were detected, resulting in recovery of Rs. 8.33 crore which is 8.47 % more than the corresponding month of the last year. Besides, 941 beggars & unauthorized hawkers etc were apprehended, evicted, fined and more than 111 persons were sent to jail.

SOUTH SIDE STAIRCASE OF NORTH FOOT OVER BRIDGE AT MIRA ROAD STATION WILL BE CLOSED FROM 23rd JULY TO 21st SEPTEMBER, 2017 FOR REPAIR WORK

The south side staircase of North Foot Over Bridge (FOB) at platform no. 1 of Mira Road station, will remain closed from 23rd July to 21stSeptember,2017, due to repairing and strengthening work. During this period, passengers may use staircase towards north side of this foot over bridge. Inconvenience caused to passengers due to this work is regretted.

161 WVMs INSTALLED OVER WESTERN RAILWAY

In order to make available potable RO processed drinking water easily available at affordable prices, Western Railway has installed 161 Water Vending Machines (WVMs) at stations o­n all six divisions under its jurisdiction. Out of these 20 such WVMs are installed over the Mumbai Suburban section from Marine Lines to Dahanu Road. The good news is that 37 more such machines will be installed soon o­n various suburban stations.

(i) Pricing of services commensurate with costs.

   Indian Railways has advertised its plan to offer ‘A-1’ and ‘A’ category stations on ‘as is where is’ basis for redevelopment by inviting proposals from interested parties with their designs and business ideas. The entire cost of station redevelopment is to be met by leveraging commercial development of land and air space in and around the station.

              Improvement to Passenger amenities on Indian Railways (IR) is a continuous process. Present day passengers expect visible and qualitative improvement in public utilities and amenities provided at the Stations. With a view to meeting the expectations of the passengers, Indian Railways is making all out effort to provide improved facilities at the stations including those located in small cities/towns. Indian Railways has more than 8000 Stations. It has always been the endeavour of the Railways to provide adequate amenities to the passengers at the stations. Certain amenities are provided at the time of construction of new stations based on anticipated volume of traffic. Amenities are further augmented from time to time with growth in passenger traffic handled at stations, based on the felt need, expectations of the travelling public and availability of funds.
In the recent past Indian Railways has taken various steps to improve the services and facilitate the passengers, some of which are given below.
