रेडियो तरंगें बताएंगी कहां है रेल का कोच

यात्री व मालगाड़ी कोच पर निगरानी रखने के लिए रेलवे रेडियो फ्रीक्वेंसी आइडेंटिफिकेशन बनाने जा रहा है। इसके लिए 57.60 करोड़ रुपये के बजट की व्यवस्था की है। इससे चलती ट्रेन में नजर रखी जा सकती है। यात्री इंटरनेट द्वारा ट्रेन को देख पाएंगे। साथ ही किस रेल मंडल का कोच कहा पहुंच गया है। इसकी भी जानकारी की जा सकेगी। इससे रेल प्रशासन को आसानी होगी। रेलवे बोर्ड की रेडियो फ्रीक्वेंसी आइडेंटिफिकेशन (आरएफआइ) सिस्टम तैयार करने के लिए 57.60 करोड़ खर्च करने की योजना है।

क्या पश्चिम मध्य रेल में, यूनिफार्म के मद में भारी घोटाला ?

क्या पश्चिम मध्य रेल में,  यूनिफार्म के मद में भारी घोटाला ?


पश्चिम मध्य रेल  के पत्र क्र. HQ/AC/F&B/ENG दिनांक के आनुसार २०१७ -२०१८ के शीतकालीन सत्र एव २०१८ -२०१९  के ग्रीष्मकालीन सत्र के  यूनिफार्म का क्रय कर लिया गया है इसलिए यूनिफार्म भत्ता का भुगतान नहीं किया जाये. 

सर्वविदित है की  28  जून को कैबिनेट द्वारा कर्मचारीयो को  यूनिफार्म भत्ता देने की घोषणा कर चुकी  है , तब प्रश्न  उठता है की जब यूनिफार्म भत्ता देने की घोषणा कर चुकी थी, तो २०१७ -२०१८ के शीतकालीन सत्र एव २०१८ -२०१९  के ग्रीष्मकालीन सत्र के  यूनिफार्म का क्रय क्यों किया गया ? 

                     उपरोक्तके सबंधमें निम्न जाँच का  विषय है. 

1. क्या  कर्मचारीयो को शीतकाल शुरूहोने  के पूर्व  यूनिफार्म की सप्लाई कर दि गई है ?
2. क्या क्रय के लिए आर्डर  28  जून २०१७ के पहले दिया गया है ?
3. अगर 28  जून २०१७ के पहले क्रय के लिए आर्डर दिया गया था  तो,   28  जून को कैबिनेट द्वारा कर्मचारीयो को  यूनिफार्म भत्ता देने की घोषणा के बाद,  क्रय के लिए दिए गए आर्डर को रद्द क्यों नहीं किया गया ?
4.  यूनिफार्म भत्ता का भुगतान नहीं करने का आदेश , क्या कैबिनेट एव रेलवे बोर्ड के आदेशो का अवलेहना नहीं है ?  
       क्या  उपरोक्त सभी  प्रश्न यूनिफार्म का क्रय की कार्यवाही संदेहास्पद नहीं दर्शाता ?

Safety Related Retirement Scheme was introduced vide Railway Board’s letter No.E(P&A)I-2001/RT-2(KW) dated

02.01.2004 after lots of deliberations regarding safety of the Railways. Subsequently, while presenting Rail Budget,

Hon’ble Minister for Railways had announced on the floor of the Parliament that, Liberalized Active Retirement

Scheme would be extended and implemented by the Railway Board in a biggest perspective. The scheme has been

renamed as “Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff(LARSGESS)”

and circulated vide Railway Board’s letter No.E(P&A)I-2010/RT-2 dated 11.09.2010.


The scheme has infused new blood in exchange of old one and motivated the staff to give their best for ensuring

safety of the travelling public.


The scheme has withstood the best of time in many High Courts as well. In this connection, the judgement delivered

by Hon’ble Patna High Court on 29.06.2015(against Civil Writ Jurisdiction Case No.7926 of 2015, quashing the

orders of Patna CAT) may please be referred to(copy of the judgement of Patna High Court delivered is enclosed).

It is urged that, the Scheme be allowed to continue at least in the states, where either Hon’ble High Court did not

intervene or Hon’ble High Court did not intervene or Hon’ble High Court has allowed its continuance.


So, the blanket ban issued vide Railway Board’s letter under reference may please be relaxed to that extent

Sub: Clarification regarding calculation of quantum of Annual Increment in pay in case of Running Staff.
Ref.: M/o Finance’s OM No. 332469/2016-E IIIA dated 01.02.2017;
The undersigned is directed to refer to this Ministry’s OM of even no. dated 30.08.2016 wherein an issue raised by one of the Staff Federations vide PNM Agenda Item No.10/2016 was referred to M/o Finance for examination. The Federation had demanded that the basic pay for the purpose of calculation of increment in the 6th CPC should include Pay element of Running Allowance for the Running staff. This meant that increment of Running Staff should be calculated @3 % of {Basic pay + pay element (presently 30% of Basic Pay)}.

Railway relaxes vigilance inquiry norms for staff

Errors in judgement should be taken into account before initiating a vigilance inquiry into allegations of misconduct against its staffers, a railways directive has said.

The railways has said these instructions have been issued to “mitigate the fear perception of vigilance investigations”. (PTI)

Errors in judgement should be taken into account before initiating a vigilance inquiry into allegations of misconduct against its staffers, a railways directive has said. In a set of instructions issued on November 16, the railways has said these relaxations in the vigilance norms are necessary for improving the performance of its staff. “The field officials have to be empowered and confidence has to be instilled in them, so that they take decisions in the best interest of their work, within the broad framework of rules. “During interactions with the officials working in the field, it has emerged that the performance of the organisation sometimes gets compromised because of the over-emphasis on procedures and undue fear of vigilance,” the instructions said. According to the railways’ Vigilance Manual 2017, the chief vigilance officer (CVO) of the ministry, along with the disciplinary authority–the general manager (GM) in this case–are the arbitrators in a vigilance matter. According to the new policy, in case of a vigilance inquiry by the CVO, the opinion of the head of the department (HoD) concerned has to be taken into account before a case is registered against an official.

South Western Railway to discuss ‘major’ changes to train services with Surrey commuters

Surrey commuters are being given the opportunity to discuss "major" changes to train services as a new timetable is expected to be introduced in December 2018.

South Western Railway (SWR) has organised six public consultation events across the south east, including two meetings in Surrey.

The first is planned for this Friday (November 17) from 7am to 10am at Woking station and the second is on Monday (November 27) from 4.30pm to 7.30pm at Egham station.

According to a statement on SWR's website, the consultation is a "major step towards the delivery of improvements to services".

Events have already taken place in Basingstoke and Southampton, while others are also planned for later this month in Bournemouth and Surbiton.

The proposed timetable changes, which will be reviewed after the meetings, are part of SWR's promise to deliver "new and better trains, more seats, improved service frequencies and quicker journey times".

Andy Mellors, SWR's managing director, said: "It is really important that we receive feedback on our proposals, whether positive or otherwise, in order that we implement a timetable which best meets the requirements of our existing customers, potential customers and the communities which we serve."

But even though SWR said there would be 17 additional peak services arriving into London Waterloo every morning, some Surrey commuters have expressed their concerns.

Chertsey resident David Cordery, who commutes to Vauxhall during the week, said that under the proposals he would have to catch a shuttle service to get to work.

In a letter to the Surrey Advertiser, Mr Cordery wrote: "Addlestone and Chertsey appear to be getting a worse service under this new timetable.

"At present the train to London takes over an hour, but at least once you are on the train you know you are getting there.

"However, having to get on two or three trains, you are dependent on all trains running on time."

Mr Cordery has encouraged other Surrey residents to review the timetable proposals and provide feedback.

‘Childline se dosti week’ launched

In a move to raise awareness about children in need of care and protection amongst all stakeholders and help make railway stations child-friendly, Arunodhaya Centre for Street and Working Children kickstarted its ‘Childline se dosti week’ at the Egmore railway station on Tuesday. The centre also inaugurated its revamped Childline kiosk at the station.

Georgy George, Superintendent, Government Railway Police (GRP), presided over the event and released bookmarks and boards containing the helpline number 1098 and points about identifying and reporting children in need of protection. The inauguration was followed by a dance performance and a play. “We hope more children are helped through this” said Virgil D’Sami, executive director of Arunodhaya.

Mumbai: The Central Railway (CR) has earned Rs 5 lakh from the Matheran Toy Train in the past eight days, since it started its services on October 31, after being shut for more than a year. The train is currently running between Aman Lodge and Matheran, a 3-km long stretch. According to the railways, it has already earned 70 per cent revenue of what it used to earn in eight days from the entire 21-km stretch between Neral and Matheran before it was shut.

Average earning between Neral to Matheran was Rs 7 lakh per day earlier for 8 kms but the 2 km stretch between Aman Lodge and Neral has earned almost 70 per cent of the normal revenue.

Officials have said that the numbers are a testament to the fact that the Mumbaikars were eagerly waiting for the train to restart. An official said, “The Toy Train can even be called a lifeline for the people who want to get away from the weekend.”

According to official figures, the highest earnings, a little over Rs 1 lakh, were recorded on Saturday. CR public relations officer Dr A.K. Singh said, “We are extremely glad to see that the people of the city have embraced the toy train with open arms.”

Neral resident Vilas Katre said, “The frequency with which we would otherwise go to Matheran had drastically reduced because of the Toy Train being defunct.”

Innanje to get a full-fledged railway station by Nov. next

A new railway station with modern facilities along with a 1.1-km loop-line (railway track) would be commissioned here by the end of next year as part of the Konkan Railway’s drive to provide better facilities to the people of the region.

The commissioning of the new railway station, where only two trains halt at present at a small railway station, the size of a room, will serve the people of villages such as Shankarpura, Subashnagar, Katapady, Manchakal, Paniyur, Manjedy, Pangala, Bantakal and Shriva. A lot of people from these places travel to Mumbai and Bengaluru and are employed across the country and abroad. At present, people have to travel about 12 km by road to Udupi to catch an express train. The work on this new station started in April 2017.

Briefing presspersons here on Wednesday, Vijay Kumar, Assistant Executive Engineer, Konkan Railway Corporation Ltd., said that the new platform would be 560 m long. It will be a high-level platform with a full-fledged railway station, which is being constructed at a cost of ₹ 6.78 crore.

This station is equidistant (nine kilometres on either side) to the two railway stations — Udupi in the North and Padubidri in the South. “The construction of the station will also help in facilitating train crossings because of the loop line. Hence, it will be converted from a block station to a crossing station,” he said.

The earthwork for the station would be completed by March 2018, while the railway station, platform and staff quarters would be completed by June 2018. The commissioning of the station would be done in November 2018.

The railway station will have waiting rooms, station master’s room, signal room, electrical room, relay room, generator room, and toilet facility. “After the commissioning of this station, more trains will be able to stop here. But this will also depend on public demand,” said Sudha Krishnamurthy, Public Relations Officer.

A full-fledged crossing railway station is being constructed at Mirjan between Kumta and Gokarn in Uttara Kannada district. It would be completed in December 2018 at a cost of ₹ 7.12 crore.

One more platform and railway track would be laid and a foot overbridge connecting the two platforms would be constructed at the railway station in Murdeshwar by March 2018 at a cost of ₹ 5.89 crore, Mr. Kumar said.

Mumbai: The railways have begun the process of placing barbed wire on both Central and Western lines from Thursday. The wire has been placed at Dadar, Parel, Currey Road on the Central line and Borivali and Kandivali on the Western line.

This is being done to demarcate Railway and Brihanmumbai Municipal Corporation (BMC) land, so as to identify where encroachments and hawkers were taking place. The issue cropped up after MNS workers physically assaulted hawkers outside railway stations like Kalyan, Thane and Dombivali.  An official from Western Railway said that it was then decided that the railway land would be demarcated with barbed wire, so that any encroachment or hawking on their end could be easily identified and dealt with. He added,  “We have identified around 17 kms of land from Borivali to Kandivali and have begun to install barbed wire on the border of our land.”

Meanwhile, Central Railway (CR) has almost finished laying the barbed wire in and around stations like Dadar, Parel, Currey Road, Thane and Airoli. According to a CR official, “The wires are being placed for now but we are thinking of bringing about something even more sturdy in a few months as people might cut these wires.”

The railways and the BMC have also held the first round of monthly meetings to sort out co-ordination issues.

Railways struggle to keep FOBs hawker-free

Mumbai: The Railways has said it made suburban stations hawker-free after the September 29 stampede at the Parel-Elphinstone Road station foot overbridge (FOB), but it is still trying to figure out how to keep FOBs free of hawkers in the long run. Twenty-three people lost their lives in the stampede.

Officials said that around 550 home guards would be deployed on Western Railway (WR) by the end of December while the Central Railway (CR) would be getting 250 from the Maharashtra Security Force (MSF). But there is still no long-term solution to the hawking problem.

According to a 2009 Supreme Court order, hawking is not allowed in a periphery of 150 metres from a railway station.

After the Elphinstone Road station tragedy, the railway went on a anti-hawking drive.

An official said, “It has been a little over a month after the tragedy occurred and right now it is fresh in the minds of people but we feel once this outrage dies down we will begin to feel a lot of political pressure to allow them back onto railway land.”

He added, “Also, as far as the long term is concerned, there is actually no plan for the hawkers as of now. The situation will be dealt with on a day-to-day basis.”

A big plus for the railway authorities will be the beefed-up presence of security personnel beginning from late January to early February next year. Officials said that they hope that the increased manpower will help them in keeping the pressure against hawkers on.”

He added, “The challenge will be how we use this new manpower as it will be responsible primarily for crowd management and will have to keep a tab on the hawkers simultaneously.”

CR senior divisional security commissioner Sachin Bhalode said, “We are going to make optimum use of the additional personnel for the security of the Mumbaikar.” According to Railways, hawkers have a presence on almost all the 72 CR stations and 36 WR stations.

Extension of Four Express Trains from Chennai Egmore to Tambaram

As part of commissioning of Tambaram Coaching Terminal, the following train services running to/from Tambaram will be further extended to run to/from Tambaramon experimental basis from 2ndNovember, 2017 to 3rdJanuary, 2018.

  1. Accordingly, Train No. 15630 Guwahati-Tambaram Weekly Express will arrive/depart Chennai Egmore at 20:05/20:40 hrs and arrive Tambaram at 21:15 hrs o­n its scheduled dates.
  2. Train No. 15629 Tambaram - Guwahati Weekly Express will depart Tambaram at 21:45 hrs and arrive/depart Chennai Egmore at 22:15/22:30 hrs o­n its scheduled dates.
  3. Train No. 15930 Dibrugarh - Tambaram Weekly Express will arrive/depart Chennai Egmore at 20:05/20:40 hrs and arrive Tambaram at 21:15 hrs o­n its scheduled dates.
  4. Train No. 15929 Tambaram – Dibrugarh Weekly Express will depart Tambaram at 21:45 hrs and arrive/depart Chennai Egmore at 22:15/22:30 hrs o­n its scheduled dates.

Here’s how you can link IRCTC with Aadhaar to book more railway tickets

Mumbai: The 12-digit unique identification number (Aadhaar) has become a part-and-parcel of everybody’s life.
From mobile SIM to bank accounts, you need to link Aadhaar with almost every commodity. Now, the IRCTC, the e-ticketing arm of Indian Railways, has stated that the existing facility of booking six e-tickets (without Aadhaar) in a month is continuing. However, to book more number of tickets, the user needs to link their IRCTC account with their Aadhaar.
The portal took to the Twitter and wrote, “Aadhaar is an additional facility in case user wants to book more than 6 tickets in a month.”
 
Users can avail the facility of booking up to 12 tickets in a month by linking Aadhaar, the IRCTC's website stated.
 According to the website, no Aadhaar verification is required for booking up to 6 tickets in a month. “Verification through Aadhaar is an additional facility in case the user wants to book more than 6 tickets in a month," IRCTC website stated.
Here’s how you can link your IRCTC account with Aadhaar number:
1. Visit IRCTC e-ticketing official website
2. After you log in with your ID and password, go to ‘My Profile tab’ at the top right portion of the website
3. Go to your profile section, click Aadhaar KYC. You will be directed to a new page
4. Enter your unique 12-digit Aadhaar number and click ‘Send OTP’
5. Soon, you will receive the Aadhaar OTP for verification on your registered mobile number
6. After the OTP verification, your IRCTC will be Aadhaar-verified.
7. Soon, after the completion, you will receive a message that "KYC details have been updated successfully".
Earlier, in a move to make transportation easier, the Ministry of Railways said it has decided to allow m- Aadhar, a digital version of the Aadhaar card, as proof of identity for travellers in any reserved class.
The m- Aadhar is a mobile app launched by the Unique Identification Authority of India on which a person can download his/her Aadhaar card.
The app lets you carry your demographic details like name, date of birth, gender, address and photograph that is linked with the Aadhaar number.

Mumbai: Last Central Railway local from CSMT at 12:31 am won’t go beyond Kurla

In a big blow to Central Railway commuters, CR has now come out with a last-minute change in the new time table which will come into effect from November 1. According to reports, the last train leaving CSMT at 12.31 am will only run up to Kurla. Earlier, this was supposed to be till Thane.

According to a leading daily, a few days back Central Railways had changed time of the last train from CSMT to Thane, from 12.34 am to 12.31am. And now, the Central Railway has completely shaken the daily commuters by changing the last local to Kurla from CSMT, at 12.31 am.

This move of the Central Railway has shocked commuters who are now demanding an alternative late night train for beyond Thane and Kalyan, which already has a poor alternative public transport connectivity. The development lessens the cheer of Central Railway’s decision to introduce 18 additional suburban services from November 1, which had brought relief to many commuters.

CHENNAI: A few new suburban trains will introduced and two stoppages will be given to some existing trains, as per the new timetable announced by Southern Railway on Monday.

The new timetable will be effective from from November 1.

New services

I) EMU from Changalpet to Thirumalpur: It will start from Changalpet at 5:15am and reach Thirumalpur at 6:45am and start from Thirumalpur at 9pm and reach Changalpet at 10pm.

2) A new MEMU train between Chennai Central and Avadi: It will start from Central at 2:05pm and from Avadi at 2:50pm.

3) A new MEMU train from Chennai Beach to Tiruvallur and Tiruvallur to Central: It will start from Beach at 4:40pm and Tiruvallur at 6:30pm.

Extension : T.No. 66001 Chennai Central - Avadi MEMU will be extended to Tiruvallur.

Additional stoppage at Tiruvalangadu and Putlur

(i). No 43936 Arakkonam - Chennai Beach EMU fast local leaving Arakkonam at 07.50am is given a new stop at Thiruvalangadu railway station at 07.58am (departure).

(ii). No 66018 Vellore Cantonment - Chennai Beach MEMU fast local which leaves Arakkonam at 08.00am is provided new stopping at Putlur railway Station at 8.29am. (departure).

Norway plans first order for double-deck trains

THE Norwegian Railway Directorate announced on October 24 that it has instructed state-owned rolling stock company Norske Tog to invite bids for a contract to purchase or lease a fleet of double-deck EMUs for commuter services on the Østfold Line south of Oslo.
A request for information was published earlier this year and the directorate says it has received a favourable response from suppliers.

The order would be the first for double-deck trains in Norway, and is intended to provide additional capacity on services from Oslo to Ski and Vestby.

A formal announcement on the tender will be made shortly.

The railway administration department said Sunday that the establishment of a railway line between Uzbekistan and Afghanistan will be one of the most important topics of discussion during President Ashraf Ghani’s next visit to Uzbekistan.
The department’s deputy head Abdul Bari Seddiqi said Uzbekistan is interested in helping Afghanistan to build the railway line in order for them to have a direct route to Iran.
He said the most direct route would be through Afghanistan.
The plan is to run the line from Mazar-e-Sharif in Balkh province, through four provinces, to Herat.
A main line and subsidiary lines would be built, said Seddiqi.
He said: “The line would extend from Neyababad in Mazar-e-Sharif to Herat on one side and to Kunduz on the other; Uzbekistan can be connected to the Afghan railway lines via this link,” Seddiqi added.
The railway administration said that by establishing a north-west network, trade between Iran, Tajikistan, Kyrgyzstan and China would increase and trade ties between Uzbekistan would also increase.
The Chamber of Commerce and Industry (ACCI) meanwhile confirmed trade and transit agreements between high-ranking officials from Afghanistan and Uzbekistan would be signed in the near future.
“The president is expected to travel to Uzbekistan soon, and sixteen memorandums of understanding, including a memorandum (of understanding) to start building a railway network will be signed. Transit problems will be resolved, and trade relations will be developed. This is all good news for us and it will give us hope that we should invest more in Afghanistan,” Sayam Pasarlay, spokesman for the Afghanistan Chamber of Commerce and Industry (ACCI) said.
The north-west railway network is one of six major regional railway projects – and the total line will stretch 1,100 kilometers in the country.
Officials from the railway administration said once this railway network is complete, five countries in the region, plus Afghanistan, will be directly connected.

Railway Workers Want Timelines For Repairs

The Ghana Railway Workers Union is demanding a time schedule for repair works on the Accra – Nsawam rail tracks.

This comes after a train derailed at Tesano last week.

The Railways Development Ministry subsequently commissioned a three-member committee to look into the incident and submit a report within 10 working days.

But as the committee continues its probe, the Railway Workers Union is calling for definite timelines for the repair works, after the suspension of train services.

The group says lack of communication in this regard is affecting their planning schedules.

General Secretary of the Union, in an interview with Joy News, said the closure of the railway is causing a lot of inconvenience for traders who rely on the rail system.

“Some programme their activities in such a way that when they take the train, it is convenient for them. Because of the bad nature of the tracks we have suspended operations, which is in order for us to make the necessary arrangements to fix the issues.

“But when the trains are going to start working is not known by anybody, so what we are saying is the Management and the Ministry should put up a plan so that people who use the train will know how to plan their activities,” he said.

He fears that their customers will switch to other modes of transportation is the repair works take too long.

Railway line blocked after person hit by train

Lines are blocked on the railway network tonight after a person was hit by a train.

Travel data company INRIX reports service is suspended on Virgin Trains West Coast services between Crewe and Chester due to person hit by a train.

Virgin Trains confirmed all lines were blocked - with disruption expected for the rest of the night.

A spokesman said: "Due to a person being hit by a train between Chester and Crewe all lines are blocked.
